Obviously, this is a fake invitation meant to lure the gullible into transferring some dollars, possibly using money transfer codes, in the hope that they can visit the US. How does one come to such a conclusion?

The programme is explained in detail, with venue and list of confirmed speakers in such announcements. The conference secretariat has full information on where it is located and what its coordinates are. Moreover, no one can offer to help with a US visa. So beware! And Gmail should cancel the email ID of this scamster.
